Cooperation with foreign countries

Regional Centre for Social Policy in Krakow has been cooperating with foreign partners since the very beginning of their activity that is since 1999 and has been very interested in experience exchange, good practices and transfer of verified solutions. The partners with whom we cooperate since the beginning of RCSP are Eastern Flanders in Belgium and Danish region Fyn.

In the scope of cooperation with Flanders there was an investment being done connected with the development of training base of Regional Centre for Social Policy and also professional staff of tutors who had been long composing the basic net of lecturers. There were programmers of qualification improvement organized for workers of the Centre, including also educational visits in Belgium. In the years  2001 - 2002 Vortal Małopolski Social Directory was created – database on the units operating in social sector. To help its creation a key concept of Flemish "Sociale Kaart’" as exploited there. Cooperation in the years 2003 - 2004 embraced work for the realization of piloting project ‘Social Employment -  giving chance for the unemployed at the local labour markets’. Based on the experience and knowledge acquired during this cooperation in the years 2004 - 2008  there was another project  realized: The Academy of Entrepreneurship. Development of Alternative Forms of Employment’ co-financed within Common Initiative  EQUAL.

Cooperation with Dutch County Fionia was also started in 1999, when The Centre started activity. Through all this period cooperation was focused on supporting disabled people. Multiannual guidance programme accomplished thanks to our cooperation assumed reorganization of three Małopolska institutions of social care on the basis of the Dutch model which concentrates around axis:

  • from patient towards inhabitant,
  • from group towards an individual,
  • from an institution towards households.
At present (with the help of our Dutch partners) there are worked out solutions being implemented in other health care institutions for stationary stay of disabled people.

The widespread net of transnational partnership was created within the framework of already mentioned project ‘The Academy of Entrepreneurship. Development of Alternative Forms of Employment’. Our 3 years of collaboration with Belgian (De Punt, etc.) and UK (SCEDU) NGOs were aimed at exchange of knowledge and experience on solutions in the field of supporting social economy development by social incubators, working out tools to measure social impact of social enterprises as well as development and testing methods intended to bring the social economy sector closes to other sectors, in particular to the business sector.
As regards following up on our activity of supporting and stimulating social economy development in the region, our Center collaborates with various European institutions as a part of the Academy of Social Economy Development project. Operation of the Małopolski Pact for Social Economy has been inspired by our collaboration with Andalusia-based TOPA. In 2012, a supranational component in the project will be launched to identify and implement solutions for alternative methods to finance social economy. In addition, the Center receives foreign delegations who come to see our activities and achievements. In 2011, we have received groups from Romania, the Netherlands and representatives of the European Commission.
